Abstract
Cuando ocurrieron los atentados del 11 de marzo de 2004 en Madrid, España disponía de unas estructuras de seguridad interior muy desarrolladas y altamente eficaces en materia de lucha contra el terrorismo de origen endógeno. Sin embargo, éstas no estaban igualmente adaptadas para hacer frente a los desafíos del terrorismo relacionado con al-Qaeda.
